Prior to 2020, the population of feral and abandoned cats in Poolesville was increasing at a heavy rate. Montgomery County Animal Services was constantly called by residents. Despite this, the population continued to grow, and then it was found that many of the cats pulled from the area were euthanized. In attempt to prevent needless loss of life as well as rampant reproduction, Richard Garner spent years trapping, spaying and neutering, and caring for these cats out of his own pockets. He started taking donations from others in 2020 to aid his endeavors. In 2022, a group of volunteers registered Poolesville Cats, Inc. as a legal entity and 501(c)(3) non-profit organization.
