Northeast Ohio Cat Rescue was founded in East Liverpool in July 2025 by Lori and Olivia Hutchison after they discovered kittens in a garden bed and found many more in the neighborhood. Its early rescue effort included 27 kittens from the yard of residents feeding local strays.
