Bastrop C.A.T.S. was founded by Eilleen McHugh, whose lifelong passion for cats began in childhood. In 2013, she and her daughter Morgan started volunteering at their local county animal shelter in Cedar Creek, Texas, and Eilleen was moved by the overwhelming number of stray cats and kittens arriving daily, a sign of ongoing uncontrolled breeding. Determined to make a difference, she founded Bastrop C.A.T.S. and assembled a team of dedicated volunteers who shared her vision. In 2015, her efforts were recognized with the Point of Light award from the Bastrop Chamber of Commerce. Eilleen retired from the organization in November 2024, marking the end of an era of dedicated service.
