El Paso Animal Services (EPAS) is the City of El Paso's municipal animal shelter, caring for tens of thousands of animals every year. It is the only shelter in the borderland that accepts animals regardless of medical condition or available space, offering adoption, fostering, spay/neuter services, a Community Cats TNR program, low cost veterinary care, and a pet food pantry. EPAS is open daily from 11 AM to 6 PM. Cats two months and older can be adopted for $5, which includes spay/neuter surgery, microchip registration, age appropriate vaccinations, and city license registration. Adoptions are first come, first served and must be done in person; if the original owner reclaims the animal before you take it home, the adoption is cancelled, and any follow up veterinary care after adoption is the adopter's responsibility. Community cat drop off is by appointment only, Sunday through Thursday from 11 AM to 6 PM (holiday hours may vary).
