Phoenix Animal Care Coalition, known as PACC911, is a Maricopa County-based umbrella organization that brings together more than 140 animal welfare groups across Arizona to work as a unified rescue community. Rather than running its own shelter, PACC911 supports its coalition partners in five main ways: fundraising, medical aid, adoption events, education, and pet food assistance. Since 2004, PACC911's outdoor adoptathons alone have helped place more than 11,661 homeless pets into loving homes, and in 2025, its combined coalition partners placed 26,355 homeless pets into new homes.
