Rugbys Refuge

Rugby's Refuge is a feline-focused nonprofit organization based in Muncy, Pennsylvania, dedicated to reducing cat overpopulation and improving the lives of community and companion cats. Founded by Dr. Meghan Welch and Amber Mace, the organization provides compassionate spay/neuter surgeries, trap-neuter-return (TNR) care, and specialized medical procedures through their Second Chance Surgery program. They collaborate closely with regional rescue partners to help cats transition from community living to foster care and permanent adoptive homes.
