Cat Team 7 is a Norfolk, Virginia-based volunteer organization that formed after the Norfolk SPCA identified a large population of outdoor cats living on Naval Station Norfolk (NSN). Because military policy does not allow feeding cats on base or running an on-base trap-neuter-return (TNR) program, the group instead worked to trap, sterilize, and relocate cats to screened, approved adopters elsewhere in Virginia rather than returning them to the base. With the support of its volunteers and donors, Cat Team 7 has rescued, rehabilitated, and rehomed hundreds of cats and kittens from NSN and helped slow the colony's population growth. As of its most recent update, the organization has paused its on-base operations and plans to resume once conditions are deemed safe for everyone involved.

The cats from the naval base would not be returned to their current outdoor home, as is typical with TNR, but, instead, relocated for an outdoor existence with a screened and approved adopter elsewhere in Virginia.
