Established in 2007 by Roie Griego and Doris Baker, Friends of Homeless Animals of RI, Inc. (FOHARI) is an all-volunteer 501(c)(3) non-profit organization dedicated to rescuing homeless and abandoned dogs and cats. Operating without a physical shelter facility, the rescue coordinates foster homes across the country and New England to provide care, veterinary treatment, and loving placements for pets in need.

Adopters submit an online application for a specific pet, followed by contact with the foster home or adoption coordinator, reference checks, and a home visit. Owners seeking to surrender a pet must submit an online surrender form for review by the Owner Surrender Coordinator within 48 hours. FOHARI notes that as a foster-based network, it has limited capacity for dogs over 30 lbs and requires all adopted pets to be returned to the rescue if the adopter cannot keep them.
