Operation PAWS for Homes (OPH) is a 501(c)(3) nonprofit foster-based rescue dedicated to rescuing, rehabilitating, and rehoming dogs and cats from overcrowded, under-resourced shelters. Serving Virginia, Maryland, Washington D.C., and South Central Pennsylvania, OPH places rescued cats into loving foster homes until they are matched with forever adopters. Their comprehensive care includes vaccinations, deworming, spay/neuter services, and post-adoption support.

Current household pets must be up to date on vaccinations and preventatives. Renters must have landlord approval. Adopters must sign an Adoption Agreement, pay the adoption fee, and agree to continue routine monthly preventatives.
Submit an online Cat Adoption Application. Volunteers review the application, verify veterinary and landlord references, and discuss what you are looking for in a companion (usually completed within 1-2 days). Once approved, adopters are introduced to the cat's foster parent to arrange a meeting. Animals cannot be reserved before application approval and are adopted out to the first approved, available match upon signing the adoption agreement and paying the fee.
OPH does not operate a physical intake facility and relies on volunteer foster homes, focusing primarily on rescuing animals from overcrowded shelter partners rather than public intake. While they recommend local crisis shelters and self-rehoming services, owner surrenders may be considered on rare occasions by contacting ownersurrender@ophrescue.org.
